The Hans-Jürgen-Ewers-Prize 2007 was awarded at the 6th Conference on Applied Infrastructure Research at Berlin University of Technology on October 5, 2007. The Laureates of the Hans-Jürgen-Ewers-Prize 2007 were in equal shares:

Dr. Beate Jochimsen

for her paper „Determinants of Service Quality in Bureaucracy: Parkinson’s Theory at Work“. She empirically tested the efficiency of a specific German institution, the local motor vehicle registration offices. Her starting point was the classic hypothesis of Parkinson (1957) that work in public institutions expands to fill the time available for its completion. According to Parkinson, this leads to extended bureaucratic hierarchies, and diminishes further work effort. Following the idea of Parkinson, Beate Jochimsen analyzed econometrically, whether more staff will improve the quality of this public service or make it deteriorate. She did not find any correlation between registration-staff-ratio and waiting time for customers. Moreover, an increase in the number of clients is followed by an over proportionate increase in staff size.

Dr. Karsten Neuhoff

for his research work on the European Emissions Trading Scheme (ETS) and its impact on electricity markets. The first of his submitted papers analyzes the impact different allocation methods for CO2 certificates will have on the choice of technology in the electricity sector. It demonstrates the distortions that some allocation methods currently used are likely to have. The second paper addresses the economic and legal question of how to protect EU companies that are adversely affected by carbon prices against unfair foreign competition from companies that do not have to pay for the damage their carbon emissions cause. The third paper examines the impact that uncertainty about possible future climate policy might have on the amount, timing and type of investment in the electricity sector.
